ABSTRACT OF THE TALK

China has now more than 200 million migrants who are facing many challenges and difficulties at their receiving cities/communities. Despite a great deal of efforts have been devoted to improve the condition for migrants by the Chinese government and some progress has been made over the past 10 years, many issues remain. This talk will present the issues and challenges faced by contemporary migrants using survey data from seven cities/counties around the nation. The talk will also touch upon the insufficiency of social policies and programs responding to the challenges faced by migrants. The understanding of challenges faced by migrants will provide evidence-based foundation to examine the feasible and appropriate policy solutions. Several rationales will be discussed in considering social policy solutions, they include but not limited to: the goal of any responsive social policy for migrants should be based on 1) a guaranteed decent standard of living for migrants to promote social integration and cohesion; 2) the principle of economic equity and social equality, and; 3) the principle of promoting not only entitlement to the equality of political rights but also the equal rights to exercise the political power. The ultimate goal of the policy solutions in addressing migrant issues is to make the difficulties and challenges faced by migrants be a past to achieve equality for all economic and social rights.

BIOGRAPHY

Dr. Xinping Guan has extensive knowledge on social policy and social work. His primary research focus includes, but not limited to, social policy and development theory for contemporary China, poverty and social assistance, migrant issues and related social policy solutions. Dr. Guan current research include topics on “Directions of Social Policy in the Context of Transforming Market-Economy” funded by the National Social Science Foundation and on ”Social Policies and Services for Migrant Population” funded by the Ministry of Education, among other research projects. Dr. Guan’s has published extensive research work in these areas.
